Struggling to pay rent due to COVID?

The State of Louisiana launched the Emergency Rental Assistance Program to provide emergency rental and utility assistance to Louisiana residents who are at risk of experiencing homelessness or housing instability due to the COVID-19 pandemic.  

If you live in Caddo, Calcasieu, East Baton Rouge, Jefferson, Lafayette, Orleans or St. Tammany Parish, you must apply directly to the program in your parish. LEARN MORE 

Both landlords and renters may apply. The program can provide assistance for past-due rent and forward rent payments for applicants, as well as utility costs.

The Office of Inspector General for the U.S. Treasury and the U.S. Department of Housing and Urban Development require the State of Louisiana to collect information from households who receive assistance through the Emergency Rental Assistance Program and to submit these monthly and quarterly reports.

What Does the Program Cover?

The state program provides financial assistance to cover rent costs for Louisiana renters who are struggling with rent and utilities due to COVID-19 and who may be at risk of eviction, as well as landlords struggling to collect rent. Eligible uses for the program are limited to:


Past-Due Rent

Past-due rent dating back to as early as April 1, 2020

Forward Rent

Forward rent paid in increments of up to three months


Past-due and current bills, plus some penalty fees

Program Goals

Keep people housed during the COVID-19 pandemic by preventing evictions for failure to pay rent

Prioritize applicants who previously
applied to the Louisiana Emergency
Rental Assistance Program (LERAP)

Provide assistance with past-due utilities and home energy costs, including electricity, gas, fuel oil, water and sewer, and trash removal

Serve the maximum number of households

Compensate landlords for unpaid rent during COVID-19 eviction moratoria

Ensure equitable geographic distribution of assistance
